Elements are the basic visual components used in design, such as line, shape, color, value, texture, and space. Principles are the guidelines for how those components are arranged and related to each other—balance, proportion, rhythm, emphasis, harmony, contrast, and scale. This distinction makes the chosen statement correct because it correctly identifies elements as the building blocks and principles as the rules for organizing them. Understanding this helps you plan a composition: select the right elements first, then apply principles to organize them to achieve the desired effect. The other options mix up the roles—treating elements as rules or materials or suggesting they refer to the same concept—so they don’t fit.
